Shipping surcharge audit: what can be checked

Surcharges are where invoices drift from rate cards. Some can be tested against written rules; others cannot be judged from an invoice at all. Here is which is which.

Carrier rules on this page are as of 2026-10-29. Carriers change their terms, and some passages could only be confirmed from search excerpts of the official pages. Where a rule is marked "check the current carrier terms", we could not confirm it. RefundDock is independent and not affiliated with UPS or FedEx. Nothing here promises any refund or amount.

Additional Handling

FedEx's Additional Handling triggers include a longest side over 48 inches, a second-longest side over 30 inches, length plus girth over 105 inches, cubic size over 10,368 cubic inches, or actual weight over 50 lb in the U.S. Packaging can also trigger it: non-corrugated containers, shrink-wrapped or cylindrical packages, soft packs over 18 x 13 x 5 inches, banding or wheels, and entanglement risk. Source: FedEx Service Guide 2026 (effective Jan 5, 2026). As of 2026-10-29. UPS applies the same dimension and weight thresholds in the terms excerpt we reviewed. Source: 2026 UPS Tariff/Terms and Conditions of Service, United States. As of 2026-10-29. Confirmed from search-index excerpts of the official page; read the source before relying on it.

To test a charge: take the dimensions and weight on the invoice, compare them with each threshold (strictly greater than, rounding inches up), and then look at the packaging. If no dimension or weight trigger is met, the charge can only stand on a packaging trigger, and packaging is invisible in invoice data. You will need photos of the outer packaging as evidence.

Large Package and Additional Handling at UPS

The UPS terms excerpt says an Additional Handling charge will not be assessed when a Large Package Surcharge is applied. If both appear on the same package, ask UPS to explain. Source: 2026 UPS Tariff/Terms and Conditions of Service, United States. As of 2026-10-29. Confirmed from search-index excerpts of the official page; read the source before relying on it. Re-read the passage in the current tariff first. We found no equivalent statement in the FedEx Service Guide, so do not treat the two lines as conflicting at FedEx.

Minimum billable weights

A package that meets an Additional Handling dimension trigger at FedEx is billed at a 40 lb minimum. Source: FedEx Service Guide 2026 (effective Jan 5, 2026). As of 2026-10-29. UPS Large Package carries a 90 lb minimum. Source: 2026 UPS Tariff/Terms and Conditions of Service, United States. As of 2026-10-29. Confirmed from search-index excerpts of the official page; read the source before relying on it. A billed weight that looks inflated can be this rule working as written. Use the dimensional weight calculator and compare.

Residential charges

Residential classification is about how the address is used and designated, not geography. FedEx counts home businesses and any shipment the shipper designated residential, and FedEx Home Delivery is always residential. FedEx International Connect Plus shipments are not assessed a residential delivery fee. Source: FedEx Service Guide 2026 (effective Jan 5, 2026). As of 2026-10-29. UPS treats an address as residential if it can be construed as either, and applies the surcharge if either the entered or actual address is residential. Source: 2026 UPS Tariff/Terms and Conditions of Service, United States. As of 2026-10-29. Confirmed from search-index excerpts of the official page; read the source before relying on it.

So a residential charge disputed on a commercial-looking address rarely succeeds without strong evidence. The one clean exception is the FedEx International Connect Plus rule above.

Surcharges you cannot judge from an invoice

  • Delivery area and remote area surcharges. These depend on the carrier's ZIP lists for the ship date and on your contract.
  • Fuel surcharge percentages. These depend on a weekly index and contract discounts. A fuel line repeated twice is a duplicate, which is a different check.
  • Anything priced off a contract. Waivers, caps and discounts are agreed per account.

Check your agreement for these. They are outside what an invoice can prove.

Surcharge checklist

  1. List the surcharge lines on the tracking number.
  2. Read dimensions and weight from the invoice, not your own records.
  3. Test each against the trigger thresholds above.
  4. Check for combinations the carrier says cannot occur.
  5. Gather photos or specification sheets if a packaging trigger is claimed.
  6. File inside the 180-day window. Source: FedEx Service Guide 2026 (effective Jan 5, 2026); 2026 UPS Tariff/Terms and Conditions of Service, United States. As of 2026-10-29. Confirmed from search-index excerpts of the official page; read the source before relying on it.

Frequently asked questions

What triggers a FedEx Additional Handling surcharge?

Dimensions (longest side over 48 inches, second-longest over 30, length plus girth over 105, over 10,368 cubic inches), actual weight over 50 lb in the U.S., or certain packaging types. See the FedEx Service Guide for the full list.

Can UPS charge Additional Handling and Large Package on the same package?

The UPS terms excerpt we reviewed says Additional Handling will not be assessed when a Large Package Surcharge is applied. Confirm the wording in the current UPS tariff.

Can I dispute a residential surcharge?

You can ask, but classification depends on the carrier's definitions and the shipper's designation, and FedEx Home Delivery is always residential. Disputes need evidence for the specific address.

Why are delivery area surcharges not covered?

They need the carrier's ZIP lists for the ship date and your contract terms, which an invoice does not show.
